Assisting Western North Carolina (EM)

Motivated by a strong sense of public service, Sampson County Emergency Services Director Rick Sauer joined the disaster response effort in Waynesville, NC on September 25, 2024, due to the possible impact of Hurricane Helene. Throughout this challenging experience, they faced significant obstacles, particularly with communication breakdowns. With power, internet, and radio systems down, they had to find creative solutions, coordinating with the local sheriff’s office to establish a temporary radio system. They found the most valuable aspect of the response to be the opportunity to help others, leveraging personnel, equipment, and resources effectively. 

"Remarkable teamwork is observed among the local responders and voluntary deployed individuals from all over NC. We don’t know each other, but we work together towards a common goal – assisting the area in response to a severe weather condition.” said Director Sauer. Despite being strangers initially, everyone collaborated to support the affected area. When asked how he maintains operational efficiency in Emergency Management while volunteering in Haywood County, Mr. Sauer credited his team back in Sampson County for doing an exceptional job maintaining clear and effective communication with him while he was on the ground supporting Western North Carolina. Their consistent coordination allowed him to stay informed and focused on the disaster response efforts, ensuring that both his responsibilities in the field and the daily operations back home were handled efficiently. Their support played a crucial role in enabling him to balance the demands of the situation while continuing to provide critical assistance to the affected community.

Assisting in disaster response is never a personal effort; it is a true embodiment of teamwork. Each member brings unique skills and perspectives, contributing to a collective strength that can tackle even the most daunting challenges. Whether it’s coordinating logistics, managing resources, or providing emotional support, the success of the operation hinges on collaboration and trust among team members. In these critical moments, individuals set aside their differences and work harmoniously toward a shared goal, reinforcing the idea that together, we can achieve far more than any one person could alone. This spirit of unity not only enhances operational efficiency but also fosters a sense of community and resilience in the face of adversity. 

Two key lessons emerged from the disaster response experience: 

  1. Improve Communication: Effective communication is vital, especially in emergencies when traditional systems may fail. Developing alternative communication strategies and tools, like satellite systems, can ensure information flows smoothly even in the most challenging situations. 
  2. Stay Prepared for Emergency Weather: Proactive preparedness is essential. This includes having contingency plans, training for unexpected scenarios, and ensuring that all team members are equipped and ready for various emergency weather conditions. Being prepared not only enhances response efficiency but also protects both responders and the communities they serve. 

Several Emergency Services staff, paramedics, firefighters, Sheriff deputies later joined the effort and assisted in the disaster response in Western North Carolina. In the face of unprecedented challenges, the dedication and compassion shown by the Sampson County staff in Western North Carolina exemplified the very essence of public service. The people of Western North Carolina faced a tough road ahead, but thanks to the tireless work of our first responders, local community members and volunteers, they were not alone. In the darkest moments, it was this spirit of unity, compassion, and teamwork that shone brightest, offering not just immediate assistance, but hope for the future.
