Clarification Regarding Zoning Permit Site Plan Requirement

To help ensure a smooth and efficient permit review process, the Sampson County Building Inspection, Zoning and Planning Department would like to clarify the existing site plan submission requirements for Residential Zoning Permit applications.

Applicants are responsible for providing a site plan that is drawn to scale and accurately depicts their property and all proposed improvements. This has been an existing application requirement that will be consistently implemented moving forward at the time of application submittal.

If a recorded subdivision plat or other recorded survey is available for the property, it may be used as the basis for the site plan. However, if no recorded plat or survey exists, applicants may be required to provide a site plan prepared by a licensed surveyor to accurately document property boundaries and existing conditions.

Providing a complete and accurate site plan at the time of application helps reduce review delays and allows staff to process permits more efficiently.

Additionally, Residential Zoning Permit applications ideally should not be submitted until the Environmental Health Department has issued any required permits. This ensures that septic systems, wells, and other applicable environmental requirements have been approved before zoning staff begin their review, helping to avoid conflicts, revisions, and unnecessary delays during the permitting process.

To better serve our residents, the department has a public kiosk available for permit applications, with staff readily available to assist and guide applicants through the process to ensure a smooth, efficient, and positive experience.
