Incoming Winter Weather and Shelter Operations

[Sampson County, NC] - As we monitor the incoming winter weather, Sampson County is coordinating closely with Law Enforcement, Emergency Management, Sampson County Schools and Clinton City Schools to support resident safety and continuity of services. Currently, Sampson County does not anticipate opening a county-operated emergency shelter.

This decision is based on several operational and safety constraints, including the limited capacity of the available facilities. Hobbton Middle School and the Adult Day Care on Fisher Drive are the two facilities that will be able to provide reliable heat when power is out, with a total capacity of 396. 

Moreover, we face uncertainty regarding consistent heating at other locations, staffing and transportation challenges. Freezing and icy road conditions make staff shift coverage and employee travel hazardous.

In addition, the potential for power outages affects areas differently and it is dangerous and risky for residents to commute to a shelter in winter weather conditions.

These conditions compromise any facility’s ability to operate reliably and safely.

 

Sampson County Government strongly encourages residents to prepare now and plan to stay put if conditions deteriorate.

  • Stay informed by following the official news channels.
  • Make a plan: Charge devices, secure medications and essential supplies, ensure you have adequate food and water, and prepare for limited travel and services. If travel is needed, keep a disaster supplies kit in your vehicle. Please also plan for pets and animals. Have food, water, medications, and warm shelter ready for your fur family members.

If power is interrupted, county facilities including the County Animal Shelter will experience limitations in heating and capacity, restricting the shelter’s ability to provide safe conditions.

Weather impacts can shift quickly, and some areas may be affected more severely than others. Operations regarding shelter opening will be assessed frequently as weather and power outage updates are available. Sampson County Emergency Management will continue monitoring conditions and will share updates as forecasts and impacts become available.
