Sampson County Register of Deeds Prepares for New ADA Website Accessibility Requirements
Sampson County, N.C. — Public agencies nationwide are preparing to meet new federal website accessibility requirements following the U.S. Department of Justice’s finalized update to Title II of the Americans with Disabilities Act (ADA), which applies to websites hosted by or on behalf of public entities. The rule is intended to make public websites more accessible to all users (e.g., those that are visually impaired, have hearing difficulties, mobility challenges, etc.).
Compliance deadlines are based on population size. Jurisdictions serving 50,000 or more residents must comply by April 24, 2026 (Sampson County included). Jurisdictions with fewer than 50,000 residents have until April 26, 2027, to meet the new standards.
To ensure compliance, Anita H. Lane, Sampson County Register of Deeds, has worked closely with her office’s land records vendor, Logan Systems, Inc. They have developed a phased implementation plan designed to meet federal requirements while improving public access and system performance.
In addition to website accessibility remediation efforts, several internal system updates are already occurring. These include a database upgrade and the implementation of a new public search program intended to enhance usability and performance of in-office applications. As required, the revised public search functionality was approved for use by the North Carolina Secretary of State.
To finalize migration to the new database and implementation of new in-house software, Logan Systems staff were on site today in the Register’s office. Like Ms. Lane, Logan staff are committed to a smooth implementation and stand ready to assist users adjusting to the new programs.
An upgraded website has also been released. The more technically advanced website is mobile friendly. The upgraded website is not yet fully compliant with the DOJ rule, but Logan representatives are confident that compliance will be met before the April 24th deadline. A third‑party certification firm was engaged to independently review the updated website code and will certify compliance once remediation activities are complete. Final certification timelines will depend on the firm’s review schedule.
“These updates are not only about meeting federal requirements,” Ms. Lane noted. “They also represent an important investment in accessibility, efficiency, and overall user experience for the public.”
