Sampson County Announces Joshua Deaver as Next Emergency Services Director

Sampson County is pleased to announce that Joshua Deaver has been selected as the next Emergency Services Director. His official start date is July 1, 2026. Deaver brings a strong background in emergency services, GIS, fire investigation, 911 telecommunications, emergency medical response, law enforcement, and volunteer fire service.

Deaver currently serves as Deputy Fire Marshal at Sampson County Emergency Services. His responsibilities include conducting fire investigations and fire code inspections, managing the contract fire inspection program, assisting with budget preparation and management, and supporting emergency services operations. His experience within Sampson County gives him a deep understanding of the county’s emergency response system, local needs, and the importance of coordination among fire, EMS, law enforcement, 911 communications, and emergency management partners.

Before serving as Deputy Fire Marshal, Deaver worked as a 911 Telecommunicator with Sampson County Emergency Services, where he answered emergency calls and dispatched appropriate resources. He also served as a Deputy Sheriff with the Sampson County Sheriff’s Office, responding to calls for service, serving criminal and civil papers, and conducting preliminary investigations. This broad public safety background gives him firsthand knowledge of the many agencies and professionals involved in protecting the community.

In addition to his county service, Deaver has dedicated many years to volunteer emergency response. He has served with Suttontown EMS as a volunteer EMT and with Piney Grove Volunteer Fire Department in several leadership roles, including Firefighter, Captain, Secretary, Treasurer, Board Member, and Board Chairman. Through these roles, he has responded to and managed emergency incidents, overseen department budgets, applied for and managed grants, and maintained business and financial records.

Deaver holds a Master of Public Administration with a concentration in Emergency Services Management from Columbia Southern University. He also holds a wide array of certifications that highlight his expertise in emergency response.

As Emergency Services Director, Deaver will lead the county’s efforts in emergency preparedness, response, coordination, and public safety planning. His experience across multiple areas of emergency services has built a strong foundation for his role as Emergency Services Director. He works effectively with county staff across various departments, and his partnerships with local, state, and federal agencies will be valuable assets in his leadership of emergency services. He is committed to using his knowledge, experience, and dedication to providing excellent service to the residents of Sampson County.
