The NC Department of Health and Human Services will submit the North Carolina Temporary Assistance for Needy Families (TANF) State Plan to the United States Department of Health and Human Services, Administration for Children and Families. This draft plan covers the Federal Fiscal Years 2026 - 2028 and must be submitted by September 30, 2025, but no later than December 31, 2025. The plan will be available for public review and comment during the period of July 31, 2025 – September 14, 2025.
The TANF Block Grant is the major source of federal funding for a wide range of benefits, services, and activities to assist needy families with children. The TANF State Plan is required for North Carolina to receive TANF federal block grant funds. The State Plan describes major program provisions and outlines who is eligible, program participation requirements, and program benefits. Anyone interested may review the plan at the following locations:
• All 100 County Departments of Social Services
• The NCDHHS Division of Social Services, Hargrove Building, Dorothea Dix Campus, 820 S. Boylan Ave., Raleigh, NC, from 8 a.m. to 5 p.m., Monday through Friday
