Important Notice

Sampson County Building Inspections announces updated inspection procedures for manufactured homes, effective April 1, 2026. All double-wide manufactured homes will now require a Marriage Wall Inspection. In addition, additional inspections will be required for double-wide homes with brick skirting. These updated procedures are mandatory and must be completed before a Certificate of Occupancy will be issued. *Sampson County reserves the right to enforce all applicable state and local regulations and may require additional inspections as deemed necessary to ensure compliance.


Guidelines for Manufactured Homes

  • All entrance doors must have steps leading to them.
  • Entrance doors swinging out shall have a minimum 3' X 3' landing outside the door (not applicable for screen or storm door).
  • All steps are in accordance with the NCDOI Manufactured Homes.
  • A deck greater than 36 square feet requires a separate building permit.

Zoning Permit

Septic Permit and Well Permit

(unless connected to a town system)

  • Located in the Environmental Health Department, 405 County Complex Road. Building B, Suite 120, Clinton, NC 28328.

Signed Bill of Sale

  • If purchased from dealership
    or
  • Title or registration needed (if bill of sale is not available).

Mobile Home Tax Permit From Tax Office in the County That the Home Is Coming From

(if bill of sale from dealership is not provided).

Required Permits

Electrical

A licensed electrician should purchase this permit. The permit can be obtained in person in the Inspection Office or by mailing in a completed Trades Permit Application with original signature.

Plumbing

A licensed plumber should purchase this permit. The permit can be obtained in person in the Inspection Office or by mailing in a completed Trades Permit Application with original signature.

Mechanical

The contractor who installs your heating and air conditioning should purchase this permit. The permit can be obtained in person in the Inspection Office or by mailing in a completed Trades Permit Application with original signature.


Permits must be purchased by licensed contractors if contractors are doing the work.

Homeowner can not do the electrical or plumbing, unless homeowner will be living in the home once it is completed for at least one (1) year.
